Propaganda is a specific type of message presentation, aimed at serving an agenda. Even if the message conveys true information, it may be partisan and fail to paint a complete picture. The book “Propaganda And Persuasion” defines propaganda as “the deliberate, systematic attempt to shape perceptions, manipulate cognitions, and direct behavior to achieve a response that furthers the desired intent of the propagandist.”

Kinds of Propaganda

Propaganda shares many techniques with advertising or public relations; in fact, advertising and PR can be said to be propaganda promoting a commercial product. As commonly understood, however, the term usually refers to political or nationalist messages. It can take the form of leaflets, posters, TV broadcasts or radio broadcasts.

In a narrower and more common use of the term, propaganda refers to deliberately false or misleading information that supports a political cause or the interests of those in power. The propagandist seeks to change the way people understand an issue or situation, for the purpose of changing their actions and expectations in ways that are desirable to the interest group. In this sense, propaganda serves as a corollary to censorship, in which the same purpose is achieved, not by filling people’s heads with false information, but by preventing people from knowing true information. What sets propaganda apart from other forms of advocacy is the willingness of the propagandist to change people’s understanding through deception and confusion, rather than persuasion and understanding. The leaders of an organization know the information to be one sided or untrue but this may not be true for the rank and file members who help to disseminate the propaganda.

Propaganda is a mighty weapon in war. In this case its aim is usually to dehumanize the enemy and to create hatred against a special group. The technique is to create a false image in the mind. This can be done by using special words, special avoidance of words or by saying that the enemy is responsible for certain things he never did. In every propaganda war two things are needed: Injustice and Faint. The faint or the injustice may be fictitious or may be based on facts, the aim is always to create hate.

Propaganda is also one of the methods used in psychological warfare. More in line with the religious roots of the term, anti-cult activists accuse the leaders of cults of using propaganda extensively to recruit followers and keep them.

Examples of political propaganda:

In an even narrower, less commonly used but legitimate sense of the term, propaganda refers only to false information meant to reassure people who already believe. The assumption is that, if people believe something false, they will constantly be assailed by doubts. Since these doubts are unpleasant (see cognitive dissonance), people will be eager to have them extinguished, and are therefore receptive to the reassurances of those in power. For this reason propaganda is often addressed to people who are already sympathetic to the agenda.

Propaganda has sometimes been classified as “white,” “black” or “gray.” White propaganda generally comes from an openly identified source and is not intentionally deceptive. Black propaganda pretends to be from a friendly source, but is actually from an adversary and is intended to deceive its audience. Gray propaganda falls somewhere between white and black.

Other general methods used for controlling populations:

1) Isolation/control: Isolating groups can take many forms whether racial, demographic or social. Isolating groups politically can be a simple or complex process but always results in leveraged control and potential political marginalization with potential ultimate control as in a one-party state. Propaganda is an essential tool in providing the information to that will allow a particular group of people to be isolated from the mass.

2) Confusion/diversion: Splitting a major issue into separate components can work to resurrect failed but desired consequences, for example when one contentious element of an issue fails related or independent components of the issue serve as new justifications. For example the original goal in Iraq was the quest for WMD’s but when WMD’s were disproved the issue was transformed to providing “freedom and liberty” for the Iraqi people, and later on simply the idea of toppling Saddam Hussein was the desired goal.

3) Separation: Related to isolation and control, behaviorial psychologists sometimes refer to the principle of “divide and conquer”. Divide and conquer is an extremely useful tool to maintain control over disparate groups and propaganda provides the information upon which separation is based.

4) Reaction: strength is based upon action and it is desirable to place the people and unruly groups in positions where they must react, propaganda is a useful tool and adjunct in forcing people to react as a large group. Government takes its strength from action where the strong act upon certain information and the weak and unwary are left to react.

5) Disinformation as weakness: weakness is indicated by reaction, reaction is induced by misinformation and disinformation. Strength is manifest in action to which an adjunct may be the supply of misinformation or disinformation. Individuals must not be allowed to act or think independently, and individuals must not be permitted to act in the face of government coercion. By forcing people to react to disinformation and misinformation individuals in power can pursue their own private agenda.

6) Coercion: a government’s capability is determined by the government’s ability to coerce citizens into adopting certain behaviors. In this manner the government may control and condition its people or the government cannot be successful. Propaganda is an essential tool and sometimes directs the manner in which the coercion is focused.

History of Propaganda

An example of propaganda from an earlier authoritarian and militaristic culture are the writings of Romans like Livy, which are considered masterpieces of pro-Roman statist propaganda. The term itself, however, originated in Europe in 1622, shortly after the start of the Thirty Years’ War, which pitted Catholics against Protestants. Catholic Pope Gregory XV founded Sacred Congregation for the Propagation of the Faith (sacra congregatio christiano nomini propagando or, briefly, propaganda fide), the department of the pontifical administration charged with the spread of Catholicism and with the regulation of ecclesiastical affairs in non-Catholic countries (mission territory). Originally the term was not intended to refer to misleading information.

The modern political sense of the term “propaganda” dates from World War I, and was not originally pejorative. Propaganda techniques were first codified and applied in a scientific manner by journalist Walter Lippman and psychologist Edward Bernays (nephew of Sigmund Freud) early in the 20th century. During World War I, Lippman and Bernays both worked for the Committee for Public Information (known informally as the Creel Committee after its director, George Creel), which was created by U.S. President Woodrow Wilson to sway popular opinion to enter the war on the side of Britain.

The Creel Committee’s pro-war propaganda campaign of produced within six months an intense anti-German hysteria. Its success permanently impressed American business (and Adolf Hitler, among others, with the potential of large-scale propaganda to control public opinion. Bernays coined the terms “group mind” and “engineering consent”, important concepts in practical propaganda work.

The current public relations industry is a direct outgrowth of the Creel Committee’s work and is still used extensively by the United States government. Several of the early figures in the public relations industry were members of the Creel Committee, including Bernays, Ivy Lee and Carl Byoir.

World War II saw continued use of propaganda as a weapon of war, both by Hitler’s propagandist Joseph Goebbels and the British Political Warfare Executive.

Nazi Germany

Most propaganda in Germany was produced by the Ministry for Public Enlightenment and Propaganda (“Promi” in German abbreviation). Joseph Goebbels was placed in charge of this ministry shortly after Hitler took power in 1933. All journalists, writers, and artists were required to register with one of the Ministry’s subordinate chambers for the press, fine arts, music, theater, film, literature, or radio.

The Nazis believed in propaganda as a vital tool in achieving their goals. Adolf Hitler, Germany’s F? was impressed by the power of Allied propaganda during World War I and believed that it had been a primary cause of the collapse of morale and revolts in the German home front and Navy in 1918. Hitler would meet nearly every day with Goebbels to discuss the news and Goebbels would obtain Hitler’s thoughts on the subject; Goebbels would then meet with senior Ministry officials and pass down the official Party line on world events. Broadcasters and journalists required prior approval before their works were disseminated. Hitler and other powerful high ranking Nazis such as Reinhard Heydrich had no moral qualms about spreading propaganda which they themselves knew to be false. Nazi disinformation came to be known as the Big Lie (ironically, a term that Hitler coined initially to describe what he characterized as dishonest propaganda by Jews).

Nazi propaganda before the start of World War II had several distinct audiences:

  • German audiences were continually reminded of the struggle of the Nazi Party and Germany against foreign enemies and internal enemies, especially Jews.
  • Ethnic Germans in countries such as Czechoslovakia, Poland, the Soviet Union, and the Baltic states were told that blood ties to Germany were stronger than their allegiance to their new countries.
  • Potential enemies, such as France and Great Britain, were told that Germany had no quarrel with the people of the country, but that their governments were trying to start a war with Germany.
  • All audiences were reminded of the greatness of German cultural, scientific, and military achievements.

Until the Battle of Stalingrad‘s conclusion on February 2, 1943, German propaganda emphasized the prowess of German arms and the humanity German soldiers had shown to the peoples of occupied territories. In contrast, British and Allied fliers were depicted as cowardly murderers, and Americans in particular as gangsters in the style of Al Capone. At the same time, German propaganda sought to alienate Americans and British from each other, and both these Western belligerents from the Soviets.

After Stalingrad, the main theme changed to Germany as the sole defender of Western European culture against the “Bolshevist hordes.” The introduction of the V-1 and V-2 “vengeance weapons” was emphasized to convince Britons of the hopelessness of defeating Germany.

Goebbels committed suicide shortly after Hitler on April 30, 1945. In his stead, Hans Fritzsche, who had been head of the Radio Chamber, was tried and acquitted by the Nuremberg war crimes tribunal.

Cold War Propaganda

The United States and the Soviet Union both used propaganda extensively during the Cold War. Both sides used film, television and radio programming to influence their own citizens, each other and Third World nations. The United States Information Agency operated the Voice of America as an official government station. Radio Free Europe and Radio Liberty, in part supported by the Central Intelligence Agency, provided gray propaganda in news and entertainment programs to Eastern Europe and the Soviet Union respectively. The Soviet Union’s official government station Radio Moscow, broadcast white propaganda, while Radio Peace and Freedom broadcast grey propaganda. Both sides also broadcast black propaganda programs around special crises.

One of the most insightful authors of the Cold War was George Orwell, whose novels Animal Farm and Nineteen Eighty-Four are virtual textbooks on the use of propaganda. Though not set in the Soviet Union, their characters live under totalitarian regimes in which language is constantly corrupted for political purposes. Those novels were used for explicit propaganda. The CIA, for example, secretly commissioned an animated film adaptation of Animal Farm in the 1950s.

Techniques of Propaganda Generation

A number of techniques are used to create messages which are persuasive, but false. Many of these same techniques can be found under logical fallacies since propagandists use arguments which, although sometimes convincing, are not necessarily valid.

Some time has been spent analyzing the means by which propaganda messages are transmitted, and that work is important, but it’s clear that information dissemination strategies only become propaganda strategies when coupled with propagandistic messages. Identifying these propaganda messages is a necessary prerequisite to studying the methods by which those messages are spread. That’s why it is essential to have some knowledge of the following techniques for generating propaganda:

Appeal to fear: Appeals to fear seeks to build support by instilling fear in the general population – for example Joseph Goebbels exploited Theodore Kaufman‘s Germany Must Perish! to claim that the Allies sought the extermination of the German people.

Appeal to authority: Appeals to authority cite prominent figures to support a position idea, argument, or course of action.

Bandwagon: Bandwagon-and-inevitable-victory appeals attempt to persuade the target audience to take a course of action “everyone else is taking.” “Join the crowd.” This technique reinforces people’s natural desire to be on the winning side. This technique is used to convince the audience that a program is an expression of an irresistible mass movement and that it is in their interest to join. “Inevitable victory” invites those not already on the bandwagon to join those already on the road to certain victory. Those already, or partially, on the bandwagon are reassured that staying aboard is the best course of action.

Obtain disapproval: This technique is used to get the audience to disapprove an action or idea by suggesting the idea is popular with groups hated, feared, or held in contempt by the target audience. Thus, if a group which supports a policy is led to believe that undesirable, subversive, or contemptible people also support it, the members of the group might decide to change their position.

Glittering generalities: Glittering generalities are intensely emotionally appealing words so closely associated with highly valued concepts and beliefs that they carry conviction without supporting information or reason. They appeal to such emotions as love of country, home; desire for peace, freedom, glory, honor, etc. They ask for approval without examination of the reason. Though the words and phrases are vague and suggest different things to different people, their connotation is always favorable: “The concepts and programs of the propagandist are always good, desirable, virtuous.”

Rationalization: Individuals or groups may use favorable generalities to rationalize questionable acts or beliefs. Vague and pleasant phrases are often used to justify such actions or beliefs.

Intentional vagueness: Generalities are deliberately vague so that the audience may supply its own interpretations. The intention is to move the audience by use of undefined phrases, without analyzing their validity or attempting to determine their reasonableness or application

Transfer: This is a technique of projecting positive or negative qualities (praise or blame) of a person, entity, object, or value (an individual, group, organization, nation, patriotism, etc.) to another in order to make the second more acceptable or to discredit it. This technique is generally used to transfer blame from one member of a conflict to another. It evokes an emotional response which stimulates the target to identify with recognized authorities.

Oversimplification: Favorable generalities are used to provide simple answers to complex social, political, economic, or military problems.

Common man: The “plain folks” or “common man” approach attempts to convince the audience that the propagandist’s positions reflect the common sense of the people. It is designed to win the confidence of the audience by communicating in the common manner and style of the audience. Propagandists use ordinary language and mannerisms (and clothes in face-to-face and audiovisual communications) in attempting to identify their point of view with that of the average person.

Testimonial: Testimonials are quotations, in or out of context, especially cited to support or reject a given policy, action, program, or personality. The reputation or the role (expert, respected public figure, etc.) of the individual giving the statement is exploited. The testimonial places the official sanction of a respected person or authority on a propaganda message. This is done in an effort to cause the target audience to identify itself with the authority or to accept the authority’s opinions and beliefs as its own.

Stereotyping or Labeling: This technique attempts to arouse prejudices in an audience by labeling the object of the propaganda campaign as something the target audience fears, hates, loathes, or finds undesirable.

Scapegoating: Assigning blame to an individual or group that isn’t really responsible, thus alleviating feelings of guilt from responsible parties and/or distracting attention from the need to fix the problem for which blame is being assigned.

Virtue words: These are words in the value system of the target audience which tend to produce a positive image when attached to a person or issue. Peace, happiness, security, wise leadership, freedom, etc., are virtue words.

Slogans: A slogan is a brief striking phrase that may include labeling and stereotyping. If ideas can be sloganized, they should be, as good slogans are self-perpetuating memes.

Recognizing Propaganda

Some of the most effective propaganda techniques work by misdirecting or distracting the public’s finite attention away from important issues. It’s important to read between the lines of the news and see what isn’t being reported, or what is reported once, quietly, and not followed up. In an age of information overload, distraction techniques can as effective as active propaganda. One way to test for distraction is to look for items that appear repeatedly in foreign press (from neutral and hostile countries) and that don’t appear in your own. But beware of deliberately placed lies that are repeated with the hope that people will believe it if it is repeated often enough.

All active propaganda techniques can be tested by asking if they tend the target audience to act in the best interests of the distributor of the propaganda. Propaganda presents one point of view as if it were the best or only way to look at a situation.

Sometimes propaganda can be detected by the fact that it changes before and after a critical event, whereas more honest information like medicine, science or any training manual should largely remain the same after the event as before. If there are big disparities, or if some “valuable lesson” or “wake-up call” has occurred, it means that what was provided before the fact was not really “instruction” but “guessing,” or – if there is no consistent explanation that survives – propaganda..

Nearly a third of the population of Iraq is in need of immediate emergency aid, according to a new report from Oxfam and a coalition of Iraqi NGOs.The report said the Iraqi government was failing to provide basic essentials such as water, sanitation, food, and shelter to up to eight million people.

It warned the continuing violence was masking a humanitarian crisis that had grown worse since the invasion in 2003.

It also found that four million Iraqis had been uprooted by the violence.

More than two million people have been displaced inside the country, while a further two million have fled to neighbouring countries, according to the report.

On Thursday, an international conference in Jordan pledged to help the refugees with their difficulties.

The BBC’s Nicholas Witchell in Baghdad says the report by the UK-based charity and the NGO Co-ordination Committee in Iraq (NCCI) makes alarming reading.

The survey recognises that armed conflict is the greatest problem facing Iraqis, but finds a population “increasingly threatened by disease and malnutrition”.

It suggests that 70% of Iraq’s 26.5m population are without adequate water supplies, compared to 50% percent prior to the invasion. Only 20% have access to effective sanitation.

Nearly 30% of children are malnourished, a sharp increase on the situation four years ago. Some 15% of Iraqis regularly cannot afford to eat.

The report also said 92% of Iraq’s children suffered from learning problems.

Alarming humanitarian crisis

“Basic services, ruined by years of war and sanctions, cannot meet the needs of the Iraqi people,” the director of Oxfam International, Jeremy Hobbs, said.

“Millions of Iraqis have been forced to flee the violence, either to another part of Iraq or abroad. Many of those are living in dire poverty.”

Mr Hobbs said that despite the violence, the Iraqi government and the international community could do more to meet people’s needs.

“The Iraqi government must commit to helping Iraq’s poorest citizens, including the internally displaced, by extending food parcel distribution and cash payments to the vulnerable,” he said.

“Western donors must work through Iraqi and international aid organisations and develop more flexible systems to ensure these organisations operate effectively and efficiently.”

Oxfam has not operated in Iraq since 2003 for security reasons.

The Al-Qaidah group had nothing to do with the 11 September attacks on the USA, according to Usama bin Ladin in an interview with the Pakistani newspaper Ummat. Usama bin Ladin went on to suggest that Jews or US secret services were behind the attacks, and to express gratitude and support for Pakistan, urging Pakistan’s people to jihad against the West. The following is the text of an interview conducted by a “special correspondent”, published in the Pakistani newspaper Ummat on 28 September, place and date of interview not given.

UMMAT: You have been accused of involvement in the attacks in New York and Washington. What do you want to say about this? If you are not involved, who might be? Usama bin Laden

USAMA BIN LADEN: In the name of Allah (God), the most beneficent, the most merciful. Praise be to Allah, Who is the creator of the whole universe and Who made the Earth as an abode for peace, for the whole humankind. Allah is the Sustainer, who sent Prophet Muhammad (peace be upon him) for our guidance. I am thankful to the Ummat Group of Publications, which gave me the opportunity to convey my viewpoint to the people, particularly the valiant and momin (true Muslim) people of Pakistan who refused to believe the lies of the demon (Pakistani military dictator General Pervez Musharraf).

I have already said that I am not involved in the 11 September attacks in the United States. As a Muslim, I try my best to avoid telling a lie. I had no knowledge of these attacks, nor do I consider the killing of innocent women, children and other humans as an appreciable act. Islam strictly forbids causing harm to innocent women, children and other people. Such a practice is forbidden even in the course of a battle. It is the United States, which is perpetrating every maltreatment on women, children and common people of other faiths, particularly the followers of Islam. All that is going on in Palestine for the last 11 months is sufficient to call the wrath of God upon the United States and Israel. There is also a warning for those Muslim countries, which witnessed all these as a silent spectator. What had earlier been done to the innocent people of Iraq, Chechnya and Bosnia? Only one conclusion could be derived from the indifference of the United States and the West to these acts of terror and the patronage of the tyrants by these powers that America is an anti-Islamic power and it is patronizing the anti-Islamic forces. Its friendship with the Muslim countries is just a show, rather deceit. By enticing or intimidating these countries, the United States is forcing them to play a role of its choice. Put a glance all around and you will see that the slaves of the United States are either rulers or enemies of Muslims.

The U.S. has no friends, nor does it want to keep any because the prerequisite of friendship is to come to the level of the friend or consider him at par with you. America does not want to see anyone equal to it. It expects slavery from others. Therefore, other countries are either its slaves or subordinates. However, our case is different. We have pledged slavery to God Almighty alone and after this pledge there is no possibility to become the slave of someone else. If we do that it will be disregardful to both our Sustainer and his fellow beings. Most of the world nations upholding their freedom are the religious ones, which are the enemies of the United States, or the U.S. itself considers them as its enemies.

The countries which do not agree to become the U.S. slaves are China, Iran, Libya, Cuba, Syria [Afghanistan, Pakistan, Bangladesh, Iraq, Sudan, Indonesia, Malaysia] and Russia. Whoever committed the act of 11 September are not the friends of the American people. I have already said that we are against the American system, not against its people, whereas in these attacks, the common American people have been killed. According to my information, the death toll is much higher than what the U.S. Government has stated. But the Bush Administration does not want the panic to spread. The United States should try to trace the perpetrators of these attacks within itself; the people who are a part of the U.S. system, but are dissenting against it. Or those who are working for some other system; persons who want to make the present century as a century of conflict between Islam and Christianity so that their own civilization, nation, country, or ideology could survive. They can be anyone, from Russia to Israel and from India to Serbia. In the U.S. itself, there are dozens of well-organized and well-equipped groups, which are capable of causing a large-scale destruction. Then you cannot forget the American-Jews, who are annoyed with President Bush ever since the elections in Florida and want to avenge him.

Then there are intelligence agencies in the U.S., which require billions of dollars worth of funds from the Congress and the government every year. This [funding issue] was not a big problem till the existence of the former Soviet Union but after that the budget of these agencies has been in danger. They needed an enemy. So, they first started propaganda against Usama and Taleban and then this incident happened. You see, the Bush Administration approved a budget of 40 billion dollars. Where will this huge amount go? It will be provided to the same agencies, which need huge funds and want to exert their importance. Now they will spend the money for their expansion and for increasing their importance. I will give you an example. Drug smugglers from all over the world are in contact with the U.S. secret agencies. These agencies do not want to eradicate narcotics cultivation and trafficking because their importance will be diminished. The people in the U.S. Drug Enforcement Department are encouraging drug trade so that they could show performance and get millions of dollars worth of budget. General Noriega was made a drug baron by the CIA and, in need, he was made a scapegoat. In the same way, whether it is President Bush or any other U.S. President, they cannot bring Israel to justice for its human rights abuses or to hold it accountable for such crimes. What is this? Is it not that there exists a government within the government in the United Sates? That secret government must be asked as to who carried out the attacks.

UMMAT: A number of world countries have joined the call of the United States for launching attacks on Afghanistan. These also include a number of Muslim countries. Will Al-Qa’idah declare a jihad against these Islamic countries as well?

USAMA BIN LADEN: I must say that my duty is just to awaken the Muslims; to tell them as to what is good for them and what is not. What does Islam say and what do the enemies of Islam want. Al-Qa’idah was set up to wage a jihad against infidelity, particularly to counter the onslaught of the infidel countries against the Islamic states. Jihad is the sixth undeclared pillar of Islam. [The first five being the basic holy words of Islam ("There is no god but God and Muhammad is the messenger of God"), prayers, fasting (in Ramadan), pilgrimage to Mecca and giving alms (zakat).] Every anti-Islamic person is afraid of jihad. Al-Qa’idah wants to keep jihad alive and active and make it a part of the daily life of the Muslims. It wants to give it the status of worship. We are not against any Islamic country. We do not consider a war against an Islamic country as jihad. We are in favour of armed jihad only against those infidel governments, which are killing innocent Muslim men, women and children just because they are Muslims. Supporting the U.S. act is the need of some Muslim countries and the compulsion of others. However, they should think as to what will remain of their religious and moral position if they support the attack of the Christians and the Jews on a Muslim country like Afghanistan. The orders of Islamic Shariah [jurisprudence] for such individuals, organizations and countries are clear and all the scholars of the Muslim brotherhood are unanimous on them. We will do the same, which is being ordered by the Ameer-ul-Momeneen [the commander of the faithful] Muhammad Omar [leader of the Taleban] and the Islamic scholars. The hearts of the people of Muslim countries are beating with the call of jihad. We are grateful to them.

UMMAT: The losses caused in the attacks in New York and Washington have proved that giving an economic blow to the U.S. is not too difficult. U.S. experts admit that a few more such attacks can bring down the American economy. Why is Al-Qa’idah not targeting their economic pillars?

USAMA BIN LADEN: I have already said that we are not hostile to the United States. We are against the [U.S. Government] system, which makes other nations slaves of the United States, or forces them to mortgage their political and economic freedom. This system is totally in the control of the American Jews, whose first priority is Israel, not the United States. It is clear that the American people are themselves the slaves of the Jews and are forced to live according to the principles and laws laid down by them. So the punishment should reach Israel. In fact, it is Israel, which is giving a blood bath to innocent Muslims and the U.S. is not uttering a single word.

UMMAT: Why is harm not caused to the enemies of Islam through other means, apart from the armed struggle? For instance, urging the Muslims to boycott Western products, banks, shipping lines and TV channels.

USAMA BIN LADEN: The first thing is that Western products could only be boycotted when the Muslim fraternity is fully awakened and organized. Secondly, the Muslim companies should become self-sufficient in producing goods equal to the products of Western companies. Economic boycott of the West is not possible unless economic self-sufficiency is attained and substitute products are brought out. You see that wealth is scattered all across the Muslim World but not a single TV channel has been acquired which can preach Islamic injunctions according to modern requirements and attain an international influence. Muslim traders and philanthropists should make it a point that if the weapon of public opinion is to be used, it is to be kept in the hand. Today’s world is of public opinion and the fates of nations are determined through its pressure. Once the tools for building public opinion are obtained, everything that you asked for can be done.

UMMAT: The entire propaganda about your struggle has so far been made by the Western media. But no information is being received from your sources about the network of Al-Qa’idah and its jihadi successes. Would you comment?

USAMA BIN LADEN: In fact, the Western media is left with nothing else. It has no other theme to survive for a long time. Then we have many other things to do. The struggle for jihad and the successes are for the sake of Allah and not to annoy His bondsmen. Our silence is our real propaganda. Rejections, explanations, or corrigendum only waste your time and through them, the enemy wants you to engage in things which are not of use to you. These things are pulling you away from your cause. The Western media is unleashing such a baseless propaganda, which makes us surprise but it reflects on what is in their hearts and gradually they themselves become captive of this propaganda. They become afraid of it and begin to cause harm to themselves. Terror is the most dreaded weapon in modern age and the Western media is mercilessly using it against its own people. It can add fear and helplessness in the psyche of the people of Europe and the United States. It means that what the enemies of the United States cannot do, its media is doing that. You can understand as to what will be the performance of the nation in a war, which suffers from fear and helplessness.

UMMAT: What will be the impact of the freeze of Al-Qa’idah accounts by the U.S.?

USAMA BIN LADEN: God opens up ways for those who work for Him. Freezing of accounts will not make any difference for Al-Qa’idah or other jihad groups. With the grace of Allah, Al-Qa’idah has more than three alternative financial systems, which are all separate and totally independent from each other. This system is operating under the patronage of those who love jihad. What to say of the United States, even the combined world cannot budge these people from their path. These people are not in hundreds but in thousands and millions. Al-Qa’idah comprises of such modern educated youths who are aware of the cracks inside the Western financial system as they are aware of the lines in their hands. These are the very flaws of the Western fiscal system, which are becoming a noose for it and this system could not recuperate in spite of the passage of so many days.

UMMAT: Are there other safe areas other than Afghanistan, where you can continue jihad?

USAMA BIN LADEN: There are areas in all parts of the world where strong jihadi forces are present, from Indonesia to Algeria, from Kabul to Chechnya, from Bosnia to Sudan, and from Burma to Kashmir. Then it is not the problem of my person. I am a helpless fellowman of God, constantly in the fear of my accountability before God. It is not the question of Usama but of Islam and, in Islam too, of jihad. Thanks to God, those waging a jihad can walk today with their heads raised. Jihad was still present when there was no Usama and it will remain as such even when Usama is no longer there. Allah opens up ways and creates loves in the hearts of people for those who walk on the path of Allah with their lives, property and children. Believe it, through jihad, a man gets everything he desires. And the biggest desire of a Muslim is the life after death. Martyrdom is the shortest way of attaining an eternal life.

UMMAT: What do you say about the Pakistan Government policy on Afghanistan attack?

USAMA BIN LADEN: We are thankful to the Momin and valiant people of Pakistan who erected a blockade in front of the evil forces and stood in the first file of battle. Pakistan is a great hope for the Islamic brotherhood. Its people are awakened, organized and rich in the spirit of faith. They backed Afghanistan in its war against the Soviet Union and extended every help to the mojahedeen (freedom fighters) and the Afghan people. Then these are very Pakistanis who are standing shoulder by shoulder with the Taleban. If such people emerge in just two countries, the domination of the West will diminish in a matter of days. Our hearts beat with Pakistan and, God forbid, if a difficult time comes we will protect it with our blood. Pakistan is sacred for us like a place of worship. We are the people of jihad and fighting for the defense of Pakistan is the best of all jihads to us. It does not matter for us as to who reforms Pakistan. The important thing is that the spirit of jihad is alive and stronger in the hearts of the Pakistani people.

Could US Leaders Actually Be Capable Of Instigating Attacks Like Those Of 911?
Many people believe that the Bush administration took advantage of 9-11 in order to launch the war and impose repressive measures at home.
In reality Washington did not just take advantage of 9-11. Rather, it instigated 9-11, just as the Joint Chiefs of Staff proposed instigating fake attacks on Americans in 1962 – to create a climate where military action seems justified.
As for the campaign of repression at home – with its nightmarish Homeland Security, its assault on legal guarantees, and its star chamber Military Tribunals – this campaign is in part intended to silence the millions of people who suspect that Bush and other top leaders were involved in some way in making 9-11 happen.
Some people ask us: how can you believe that our leaders are capable of such cynicism, murderous cruelty, ruthlessness and dishonesty?
That is why Operation Northwoods is so important. For we now know that in 1962, the Joint Chiefs of Staff proposed staging phony attacks to destroy U.S. property and killing Cuban refugees and U.S. citizens, in order to create a wave of indignation and rage, to justify an invasion of Cuba that could have killed hundreds of thousands of people and possibly led to nuclear war.
Below are excerpts from and comments on the Joint Chiefs’ Operation Northwoods document. It was obtained through the Freedom of Information Act.

WHAT DOES NORTHWOODS SAY?
The Northwoods proposal was authorized and tentatively approved by the United States Joint Chiefs of Staff. It had a very clear purpose:
“1. The Joint Chiefs of Staff have considered the attached Memorandum for the Chief of Operations, Cuba Project, which responds to a request* of that office for brief but precise description of pretexts which could provide justification for U.S. military intervention in Cuba.
“2. The Joint Chiefs of Staff recommend that the proposed memorandum be forwarded as a preliminary submission suitable for planning purposes.” See Operation Northwoods, page i, http://emperors-clothes.com/images/north-i.htm
The aim was disinformation, to create the false impression that Cuba had viciously attacked Americans:
“5. The suggested courses of action appended to Enclosure A are based on the premise that US military intervention will result from a period of heightened US-Cuban tensions which place the United States in the position of suffering justifiable grievances. World opinion, and the United Nations forum should be favorably affected by developing the international image of the Cuban government as rash and irresponsible, and as an alarming and unpredictable threat to the peace of the Western Hemisphere.” See Operations Northwoods, page 2, http://emperors-clothes.com/images/north-2.htm
The document argued that Cuba should be attacked within a few months, before it could join the Soviet-led Warsaw Pact. Thus the plan was not only deceitful and murderous, including, as we shall see, towards Americans, it was also cowardly:
“6. While the foregoing premise can be utilized at the present time it will continue to hold good only as long as there can be reasonable certainty that US military intervention in Cuba would not directly involve the Soviet Union.” See Operations Northwoods, page 2, http://emperors-clothes.com/images/north-2.htm
The Northwoods document was to be forwarded to Secretary of Defense Robert McNamara. McNamara claims he never saw it; but then, he also claims that during the 1960s he was opposed to the Vietnam War. Tell that to the families of the dead GIs whom he exhorted to kill the dead Vietnamese. I wouldn’t believe Robert McNamara if he said it was Monday:
“8. It is recommended that:
“A. Enclosure A together with its attachments should be forwarded to the Secretary of Defense for approval and transmittal to the Chief of Operations, Cuba Project.” See Operations Northwoods, page 3, http://emperors-clothes.com/images/north-3.htm
Northwoods recognized that the best justification for attacking Cuba was to trick Cuba into attacking U.S. forces first:
“1. Since it would seem desirable to use legitimate [sic!] provocation as the basis for US military intervention in Cuba, a cover and deception plan, to include requisite preliminary actions such as has been developed in response to Task 33 o [this may be a 'c'] could be executed as an initial effort to provoke Cuban reactions. Harassment plus deceptive actions to convince the Cubans of imminent invasion would be emphasized. Our military posture throughout execution of the plan will allow a rapid change from exercise to intervention if Cuban response justifies.” See Operations Northwoods page 7, http://emperors-clothes.com/images/north-7.htm
But the document also called for staging phony Cuban attacks on U.S. installations:
“(5) Blow up ammunition inside the [Guantanamo] base; start fires. (6) Burn aircraft on air base (sabotage). (7) Lob mortar shells from outside of base onto base. Some damage to installations.” See Operations Northwoods page 8, http://emperors-clothes.com/images/north-8.htm
Some of the proposed attacks could be used to portray the Cubans as heartless monsters:
“It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civil airliner enroute from the United States to Jamaica, Guatemala, Panama or Venezuela. The destination would be chosen only to cause the flight plan route to cross Cuba. The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight.’ See Operations Northwoods page 10, http://emperors-clothes.com/images/north-10.htm
While the plan does not actually call for killing the college students mentioned above – only seeming to kill them – the Joint Chiefs did suggest the possibility of killing some Cuban refugees, or at least wounding them, as long as there was plenty of publicity to make it all worthwhile:
“The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated). We could foster attempts on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized.” See Operations Northwoods page 9, http://emperors-clothes.com/images/north-9.htm
Or perhaps some U.S. servicemen could be blown up:
“3. A “Remember the Maine” incident could be arranged in several forms: a. We could blow up a US ship in Guantanamo Bay and blame Cuba.” See Operations Northwoods page 8, http://emperors-clothes.com/images/north-8.htm
Nothing personal, you know. All part of the game.
Note that in #3, above, the Joint Chiefs seem to take it for granted that the sinking of the Maine, which was used to justify the Spanish-American war, was a staged incident. Keep in mind that to this day – over a hundred years after the incident – the U.S. military refuses to publicly acknowledge that the Maine was destroyed in a Northwoods-style provocation, though they privately know this was the case.
Northwoods called for elaborate schemes to create the proper illusions:
“6. Use of MIG type aircraft by US pilots could provide additional provocation. Harassment of civil air, attacks on surface shipping and destruction of US military drone aircraft by MIG type planes would be useful as complementary actions. An F-86 properly painted would convince air passengers that they saw a Cuban MIG, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. There is a phrase in the text above that could be used to sum up to the morality of Northwoods as a whole: “The only drawback to this scheme appears to be security.” Thus the Joint Chiefs recommended that:
“b. This paper NOT be forwarded to commanders of unified or specified commands. c. This paper NOT be forwarded to US officers assigned to NATO activities. d. My own theory of why 9/11 conspiracy people always get dogged on.

ok,  I’ve been recently looking in to 9/11 conspiracy theories.

before i’d say… last week, i just laughed that stuff off. this was, i admit, my own stupidity because i wouldn’t really even give an idea like what i thought they were saying a chance. now, it’s not that i trust my government. i never have. it’s just that i really got pissed off thinking about sept. 11th, and i didn’t really want to hear crazy  shit. or at least what, in my own mind, with no research on the subject, sounds like crazy shit. But now i can say that after much consideration, i am one of the people that believe 9/11 was an inside job. look into for yourself. then call me a nut.

the reason i think that i’m writing this, is because it is this issue, and only this, that everything  following it stands. if it was in fact like the government says it was, then some people could see the reason for invading afghanistan, and later iraq. i for one agreed with invading afghan., but iraq seemed a little off course. our rights being taken, i was always against. but if, IF, the 9/11 version that the government tells us IS A LIE, then everything that followed, all of it was uncalled for and backed an agenda that we as a public had no knowledge of. i mean no offense to anyone who lost loved ones in the horrible events that took place that day.

I have not, quite frankly, ever seen anything like them. I urge you to copy this page / these pictures and circulate them as widely as possible.

In an act of stark cruelty, the US dominated Sanctions Committee refuses to permit Iraq to import the clean-up equipment that they desperately need to decontaminate their country of the Depleted Uranium ammunition that the US fired at them. Approximately 315 tons of DU dust was left by the use of this ammunition.The Sanctions Committee also refuses to allow the mass importation of anti-cancer treatments, which contain trace amounts of radio-isotopes, on the grounds that these constitute ‘…nuclear materials..’

The majority of the pictures were supplied to me by a source who prefers to remain anonymous at the current time. I was unable to acquire either original negatives, or prints from negatives. They arrived in the form of colour A4 copies. I scanned them into Photoshop and attempted to clean and sharpen them as best I could. There has not, and I repeat not, been any digital alteration other than the cleaning and sharpening process. No text documentation arrived with the pictures, so I have described them as accurately as I can. It is my understanding that the photographs were taken from 1998 onwards. I would be grateful to anyone who could potentially supply me with further information about these types of deformities; medical terms for them, etc.

Additional pictures were taken by Dr. Siegwart Horst-Gunther, President of the International Yellow Cross. Most appeared in his 1996 book  “URANIUM PROJECTILES – SEVERELY MAIMED SOLDIERS, DEFORMED BABIES, DYING CHILDREN” (Published by AHRIMAN – Verlag, ISBN: 3-89484-805-7). The book is a documentary record of DU ammunition after-effects, and they were taken between 1993 and 1995. Dr. Gunther also supplied me with additional photographs from his unpublished collection, some of which feature the birth deformities being experienced by Western Gulf war veterans’ children. I have asked Dr. Gunther’s permission for his pictures to be treated as ‘Public Domain’ and copyright free. He has agreed and you may reproduce them as you see fit.

Both the Pentagon and the British Ministry of Defence officially deny that there is any significant danger from exposure to DU ammunition. And whilst it is conceivable that the US led attacks on Iraq’s nuclear power stations could be a contributory factor, most reseachers point to DU as the most likely source of both deformities and cancers. The rising number of cases in Iraq, particularly in the South where the greatest concentration of DU was fired, is simply staggering. Iraqi physicians have never encountered anything like it, and have made the perfectly reasonable point that similar increases in cancer and deformities were experienced in Japan after the two US atomic bomb attacks. Cancer has increased between 7 and 10 fold; deformities between 4 and 6 fold.

Yet the US was well aware of the potential effects on civilians and military personnel of the chemical toxicity and radiological properties of DU ammunition long before the Gulf war began, as the following excerpts of a US Army document categorically state:

“Aerosol DU (Depleted Uranium) exposures to soldiers on the battlefield could be significant with potential radiological and toxicological effects. [...] Under combat conditions, the most exposed individuals are probably ground troops that re-enter a battlefield following the exchange of armour-piercing munitions. [...] We are simply highlighting the potential for levels of DU exposure to military personnel during combat that would be unacceptable during peacetime operations. [...DU is..]… a low level alpha radiation emitter which is linked to cancer when exposures are internal, [and] chemical toxicity causing kidney damage. [...] Short term effects of high doses can result in death, while long term effects of low doses have been linked to cancer. [...] Our conclusion regarding the health and environmental acceptability of DU penetrators assume both controlled use and the presence of excellent health physics management practices. Combat conditions will lead to the uncontrolled release of DU. [...] The conditions of the battlefield, and the long term health risks to natives and combat veterans may become issues in the acceptability of the continued use of DU kinetic penetrators for military applications.”

The US was also well aware of the long-term dangers of DU contamination, and played it down, as the following memo and document make clear:

“There has been and continues to be a concern regarding the impact of DU on the environment. Therefore, if no-one makes a case for the effectiveness of DU on the battlefield, DU rounds may become politically unacceptable and thus be deleted from the arsenal. I believe we should keep this sensitive issue in mind when action reports are written.”

“Soldiers may be incidentally exposed to DU from dust and smoke on the battlefield. The Army Surgeon General has determined that it is unlikely that these soldiers will receive a significant internal DU exposure. Medical follow-up is not warranted for soldiers who experience incidental exposure from dust or smoke. [...] Since DU weapons are openly available on the world arms market, DU weapons will be used in future conflicts. The number of DU patients on future battlefields probably will be significantly higher because other countries will use systems containing DU. [...] DU is a low-level radioactive waste, and, therefore, must be disposed of in a licensed repository. [...] No international law, treaty, regulation, or custom requires the United States to remediate the Persian Gulf war battlefields.”

DU ammunition is now possessed by more than 12 countries, and was used during the NATO led bombing of the former Yugoslavia. Western forces stationed in the region have recently been advised not to drink the local water or eat locally produced food. Yet the British MoD continues to deny any potential risks, stating: “We have not seen any peer-reviewed epidemiological research data to support these claims [that DU is dangerous.] [...] There are no plans to remove DU-based ammunition from service.” (Source: Two letters to me from Simon Wren, Overseas Secretariat, Ministry of Defence, Whitehall, London – 20th May 1999, and 22nd March 2000)

On a more personal level, I have heard stories of visitors to Iraq who spoke with mid-wives there. These mid-wives are purported to have said they no longer look forward to births as…. “We don’t know what’s going to come out.”
