FBI Proposes Building Network of U.S. Informants

Fbiproposesbu_mn_2 The FBI is taking cues from the CIA to recruit thousands of covert informants in the United States as part of a sprawling effort to boost its intelligence capabilities.

According to a recent unclassified report to Congress, the FBI expects its informants to provide secrets about possible terrorists and foreign spies, although some may also be expected to aid with criminal investigations, in the tradition of law enforcement confidential informants. The FBI did not respond to requests for comment on this story.

The FBI said the push was driven by a 2004 directive from President Bush ordering the bureau to improve its counterterrorism efforts by boosting its human intelligence capabilities.

The aggressive push for more secret informants appears to be part of a new effort to grow its intelligence and counterterrorism efforts. Other recent proposals include expanding its collection and analysis of data on U.S. persons, retaining years’ worth of Americans’ phone records and even increasing so-called “black bag” secret entry operations.

To handle the increase in so-called human sources, the FBI also plans to overhaul its database system, so it can manage records and verify the accuracy of information from “more than 15,000” informants, according to the document. While many of the recruited informants will apparently be U.S. residents, some informants may be overseas, recruited by FBI agents in foreign offices, the report indicates.

The total cost of the effort tops $22 million, according to the document.

The bureau has arranged to use elements of CIA training to teach FBI agents about “Source Targeting and Development,” the report states. The courses will train FBI special agents on the “comprehensive tradecraft” needed to identify, recruit and manage these “confidential human sources.” According to January testimony by FBI Deputy Director John S. Pistole, the CIA has been working with the bureau on the course.

The bureau apparently mulled whether to adopt entire training courses from the CIA or from the Defense Intelligence Agency (DIA), which like the CIA recruits spies overseas. But the FBI ultimately determined “the courses offered by those agencies would not meet the needs of the FBI’s unique law enforcement.” The FBI report said it would also give agents “legal and policy” training, noting that its domestic intelligence efforts are “constitutionally sensitive.”

“It’s probably a good sign they are not adopting CIA recruitment techniques wholesale,” said Steven Aftergood of the Federation of American Scientists, an expert on classified programs.  U.S. intelligence officers abroad can use bribery, extortion, and other patently illegal acts to corral sources into working for them, Aftergood noted. “You’re not supposed to do that in the United States,” he said.

ok, so chertoff defended a guy who was accused of financing bin laden. jeb bush happened to be…. we all heard that story. and Marvin bush was head of security at the world trade center until 9/10/01. chertoff, by the way created article 3 of the patriot act, it has to do with tracking down who is funding terrorists, yet also a guy who let this terrorist financer go. this is like a soap opera or something. it would be funny if it wasn’t deadly serious. ok, now chertoff has a gut feeling we are going to be attacked. george w. seems to be taking our rights away, and cheney claimed since he is not a part of the executive branch, that he doesn’t have to follow the freedom of information act.(i think) a guy with top secret access asked to see the plan for continuation of government, and they turned him away. he is a congressman and part of homeland security. and rove, well i dont know much about him, i’ll have to check into that. correct me if i’m wrong, but i can only draw 2 conclusions from all this. it’s all just coincidence, or there is some sort of plan to all this.

michael chertoff defended accused terrorist financer dr. Magdy Elamir

Federal Appeals Court Judge Michael Chertoff’s ties to the financiers of the Sept. 11 attacks may prevent his confirmation as Homeland Security Chief.

According to a June 20, 2000 article in the The Record of Bergen County, New Jersey, Chertoff defended accused terrorist financier Dr. Magdy Elamir.

Elamir’s HMO was sued by the State of New Jersey to recoup $16.7 million in losses. At least $5.7 million went “to unknown parties… by means of wire transfers to bank accounts where the beneficial owner of the account is unknown,” according to the article.

Foreign intelligence reports given to then chairman of the House International Relations Committee Ben Gilman,
R-New York, in 1998 accused Magdy Elamir of having “had financial ties with Osama bin Laden for years,” according to an Aug. 2, 2002 Dateline NBC broadcast.

In 1999, Magdy Elamir and brother Mohamed were named suspects in Operation Diamondback, an FBI/ATF undercover infiltration of Pakistani arms merchants who sought to arm Osama bin Laden with conventional and nuclear weapons, according to independent researcher and former New Jersey police officer Allan Duncan and taped transcripts with FBI informant Randy Glass.

Mohamed Elamir tried to purchase “small arms and ammunition” in a recorded telephone conversation with Glass, according to Dateline.

Dateline confirmed that Elamir and his corporations had paid at least $5,000 to Egyptian arms dealer Diaa Mohsen, who Elamir referred to on camera as a family friend. Moshen was sentenced to 30 months for his involvement in Operation Diamondback. However, Elamir was never convicted.

Duncan, who was hired by family members of the Sept. 11 victims to research government ties to the attacks, said the reason Magdy Elamir was never convicted was because he was never charged with a crime.

“By the time Operation Diamondback culminated in arrests in the summer of 2001, Michael Chertoff was the Assistant Attorney General in charge of the criminal division and Operation Diamondback would have fallen under his prevue since it was a criminal case and not a counterterrorism case,” Duncan said.

From 1990 to 1994, Chertoff was U.S. Attorney for the District of New Jersey, during the period when the first attack on the World Trade Center took place.

Omar Abdel-Rahman preached at the Al Salam mosque and was later arrested for his role in the 1993 World Trade Center bombing, according to Dateline. Magdy Elamir was one of the Al Salam mosque’s financial supporters.

“The Jersey City area and particularly the Al Salam mosque were allowed to continue to be one of the major hubs of terrorist activity in the United States,” Duncan said.

In October 2001, Chertoff was appointed head of Operation Green Quest, a multi-agency initiative to target sources of funding for terrorist organizations, according to a U.S. Customs Service press release. Chertoff told the Associated Press on Oct. 25, 2001 that, “The lifeblood of terrorism is money, and if we cut the money we cut the blood supply.”

Chertoff served in the capacity of Assistant Attorney General of the criminal division at the Department of Justice from 2001 to 2003.

While acting in this position, Chertoff played a central role in formulating U.S. anti-terrorism policy “” from increasing the FBI’s authority to conduct domestic surveillance at religious gatherings to the effort to secretly detain hundreds of Middle Easterners in the United States.

Chertoff was one of the chief architects of the Title III of the USA PATRIOT Act, also known as the International Money Laundering Abatement and Financial Anti-Terrorism Act of 2001.

Chertoff was then nominated to the Third Circuit U.S Court of Appeals in June 2003. Though there is no formal career path for federal judges, it is common for appellate judges to have served as district judges prior to appointments, according to the Administrative Office of the United States Courts.

Despite having never served in the judiciary, Chertoff was made a federal judge whose jurisdiction includes Delaware, New Jersey, Pennsylvania and the Virgin Islands.

After 19 months, President Bush nominated Chertoff to the position of Secretary of Homeland Security.

Tom Fitton, president of Judicial Watch, a government advocacy watchdog agency, has noticed Chertoff’s advancement from Assistant Attorney General of the Department of Justice to Secretary of Homeland Security nominee over the past four years.

“It’s an exceptional rise to power,” said Fitton.

Whether or not Chertoff had prior knowledge of Elamir’s alleged connections to Diaa Mohsen and bin Laden is unknown. Calls to Chertoff’s office were not returned.

Senate confirmations hearings for Chertoff have yet to be scheduled, according to the office of the Senate Committee on Homeland Security and Governmental Affairs.

Marvin P. Bush, the president’s younger brother, was a principal in a company called Securacom that provided security for the World Trade Center, United Airlines, and Dulles International Airport. The company, Burns noted, was backed by KuwAm, a Kuwaiti-American investment firm on whose board Marvin Burns also served. [Utne]According to its present CEO, Barry McDaniel, the company had an ongoing contract to handle security at the World Trade Center “up to the day the buildings fell down.”

The company lists as government clients “the U.S. Army, U.S. Navy, U.S Air force, and the Department of Justice,” in projects that “often require state-of-the-art security solutions for classified or high-risk government sites.”

Stratesec (Securacom) differs from other security companies which separate the function of consultant from that of service provider. The company defines itself as a “single-source” provider of “end-to-end” security services, including everything from diagnosis of existing systems to hiring subcontractors to installing video and electronic equipment. It also provides armored vehicles and security guards.

The Dulles Internation contract is another matter. Dulles is regarded as “absolutely a sensitive airport,” according to security consultant Wayne Black, head of a Florida-based security firm, due to its location, size, and the number of international carriers it serves.

Black has not heard of Stratesec, but responds that for one company to handle security for both airports and airlines is somewhat unusual. It is also delicate for a security firm serving international facilities to be so interlinked with a foreign-owned company: “Somebody knew somebody,” he suggested, or the contract would have been more closely scrutinized.

As Black points out, “when you [a company] have a security contract, you know the inner workings of everything.” And if another company is linked with the security company, then “What’s on your computer is on their computer.” [American Reporter]

A heightened WTC security alert was lifted on 9/6/2001…

The World Trade Center was destroyed just days after a heightened security alert was lifted at the landmark 110-story towers, security personnel said yesterday [September 11]. Daria Coard, 37, a guard at Tower One, said the security detail had been working 12-hour shifts for the past two weeks because of numerous phone threats. But on Thursday [September 6], bomb-sniffing dogs were abruptly removed. [NY Newsday]

…there was a power down in WTC 2 the weekend before 9/11…

On the weekend of 9/8, 9/9 there was a ‘power down’ condition in WTC tower 2, the south tower. This power down condition meant there was no electrical supply for approx 36 hrs from floor 50 up… “Of course without power there were no security cameras, no security locks on doors and many, many ‘engineers’ coming in and out of the tower.” [WingTV]

…Bush’s cousin had a fortunate change of venue for a September 11 business conference…

President Bush’s cousin should have been in the World Trade Centre when it was attacked. Jim Pierce, managing director of AON Corporations, had arranged a business conference on the 105th floor of the South Tower where its New York offices were based. But his group was too large so they decided to move across the street to the Millennium Hotel. [Annova]

…and it just so happens that Marvin was in New York on 9/11.

Both WTC 6 and WTC 7 were evacuated within minutes of Flight 11 striking WTC 1, but this did not happen in the twin towers. There were no evacuation announcements in WTC 1 following the plane strike, and workers were encouraged to stay in their building…

Dan Baumbach – WTC 1 Survivor:

Dan Baumbach, 24, a software engineer from Merrick, was stunned to find that building officials in One World Trade Center were telling workers not to evacuate even after the first jet struck. “You can try it, but it’s at your own risk,” he quoted one official as telling a group of 100 people on the 75th floor. Many chose to follow that advice; Baumbach continued his descent from the 80th floor and survived, but only after braving the debris that fell when the neighboring tower collapsed. “The reason we got out was because we didn’t listen,” he said. In the neighboring south tower people were also evacuating, but an announcement over the PA system tells them their building is secure and they can return to their desks…”WMV video download (43kB)

As it was, that’s not the way it happened. “As soon as we reached the concourse level, the security guard stopped us and said, ‘Where are you going?’ Stanley explained about seeing the fire in Tower One. According to Stanley, the guard said, “Oh, that was just an accident. Two World Trade is secured. Go back to your office.”‘ [Mercola]

The solution to the mystery is simple – the roof doors were locked, as were many stairwell doors.


WTC surveillance tapes feared missing
Imagine my surprise…

Surveillance tapes and maintenance logs are among the missing evidence as investigators try to figure out why the World Trade Center collapsed, federal officials said Monday. … The lost records probably contain vital information that could help answer questions, Sunder said.
